Acquiring Free Skills Training In Dumaguete

Wanting to acquire skills in your desired trade? Don’t know where and how to start? Well that wouldn’t be a problem at all. If you are a resident of Dumaguete City, then acquiring free skills training in Dumaguete is easy! There are few requirements and the cost is virtually minimal. Just a note, only local residents of Dumaguete of at least 14 years old are qualified. A local resident means having been living in Dumaguete for at least 6 months and can be attested by a Barangay Captain. Get me? So let go on!

The local government of Dumaguete has been providing free community based skills training since the 1960’s. Today, the City Livelihood and Home Industries Development Office (CLHIDO) caters between 200 – 250 training participants per quarter. The courses that CLHIDO offers are as follows :

  • Beauty Care and Hairdressing
  • Tailoring and Dressmaking
  • Automotive Servicing
  • Building Wiring Installation and Maintenance
  • Refrigeration and Air Conditioning
  • Domestic Plumbing
  • Massage Therapy
  • Consumer Electronics
  • Computer Hardware Servicing
  • Computer Operation

Probably within 2016 a new set of courses will be offered to all interested local residents. This will include Shielded Metal Arc Welding and Call Center Agent Training. There may be unannounced changes in the requirements and programs but we will try to keep you updated.

Since this is a program of the local government of the City of Dumaguete, the primary target clients are its local residents. Residents outside of Dumaguete may be considered for enrollment upon certain situations. Here is the list for the requirements for enrollment for CLHIDO.

Basic Requirements for Enrollment

  • Barangay Clearance
  • Voter’s ID or Certification (None for 17 years old and under)
  • 3 Pieces 2×2 ID picture
  • Residence Certificate (Cedula)
  • Fully accomplished Enrolment Form (Will be provided upon the listing process)

Enrollment Fees

NONE but you will spend something for your projects, uniform, id, etc.

Provided that you have all the requirements mentioned, let us now go to the actual process of getting enrolled. First thing to do is to visit CLHIDO for inquiries about enrollment listing and schedule. Here is the address of CLHIDO.

Where Can I Find CLHIDO?

You can find CLHIDO at

2nd Floor HITC Building (Fruit Market),

Dumaguete City.

Once you got to CLHIDO, you will be greeted by some staff and will immediately assist you. Tell them you are from Dumaguete City and wanting to acquire the free training. They will then issue you an appointment card and give you further instructions. On the date being marked on your appointment card, you will be asked to completely fill in details in the enrollment form.

This form will then be submitted for approval and official registration. At this moment you are already soft enrolled. Why soft enrolled? Because there is still one final requirement – to attend the Orientation. Once you have attended the Orientation, then consider yourself officially enrolled at the City Livelihood and Home Industries Development Office.
